Description:

This project will construct a replacement building for Oakland Cemetery. The existing building is old and has been upgraded several times over the last decade; however, it is fast approaching the end of its useful lifespan and will need to be replaced soon. A new building will be much more energy-efficient and will provide more welcoming and useful office space for patrons and staff.

Bids will be received until Thursday, July 21, 2022, at 10:00 a.m., by mail or delivered by hand to the Finance Department Purchasing Office, City of Carbondale, 200 South Illinois Avenue, Carbondale, Illinois, immediately after which time and at such place all bids will be publicly opened and read aloud.

This project is also subject to the State of Illinois Job Works Program Act and the Illinois Works Apprentice Initiative.

Contractor shall not pay less than the prevailing rates of wages to all laborers, workmen, and mechanics performing work under this contract, and shall comply with the requirements of the Illinois Wages of Employees on Public Works Act (820ILCS 130/1-12).

The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City.

Special Requirements:
Bid security in the form of a certified bank check or bank draft payable to the City of Carbondale, or a satisfactory bid bond, in the amount of 10% of the total bid price, as specified in Section 2-7 of the General Conditions, and the City of Carbondale’s Policy for Disadvantaged Business Enterprise and/or Workforce Participations Goals in Contracts are required to be submitted with the Bid.

No bid shall be withdrawn for a period of forty-five (45) days subsequent to the opening of bids without consent of the City of Carbondale.

A pre-bid meeting is scheduled for Thursday, June 30, 2022, at 10:00 a.m., in Room 103, City Hall, 200 South Illinois Avenue, so that any questions may be answered at that time.
