City-Funded Housing Programs

The City is now taking applications for City-Funded Housing Programs for FY 2024. 


The City offers a wide variety of housing assistance programs, including the following:

Curb Appeal Assistance Program

The Curb Appeal Assistance Program offers funding for homeowners to renovate and update the exterior of their homes. The City will provide $500 - $3,000 towards curb appeal projects.

Down Payment Assistance Program

The Down Payment Assistance Program funds prospective homebuyers purchasing their first home within the City limits. The City will provide up to $3,000 towards the home's down payment.

It should be noted that this program is for applicants who are purchasing their homes. You must obtain a sales contract to attach to this application and allow time for application review and the potential disbursement of funds before closing on the house.

As a requirement of the program, the homeowner is required to record a restrictive covenant on the property, which will require the home to remain owner-occupied for five (5) years, with the down payment assistance being recaptured if the property ceases to be owner-occupied at a prorated rate of 1/60th of the original amount for each month the home is owner-occupied during the five (5) years.

Downtown Upper-Story Conversion Program

The Downtown Upper-Story Conversion Program offers a $2,500 incentive for commercial property owners within the BPR Primary Business district to convert upper stories into habitable living spaces.

The City will award $2,500 for each dwelling unit, up to $5,000 per property. As a requirement of the program, the owner is required to enter into a TIF redevelopment agreement with the City.

Single-Family Housing Conversion Program

The Single-Family Housing Conversion Program is designed to stimulate and encourage the conversion of single-family houses registered rentals to owner-occupied homes.

A $5,000 grant will be given to approved home buyers of a single-family house registered with the City of Carbondale's Mandatory Rental Housing Inspection Program for more than two years at purchase.
