Water Plant Lagoon Renovations WS1201

The FY 2015 Community Investment Program (CIP) budget includes $519,960 for the Water Plant Lagoon Renovations (WS1201), with the contractual construction and contingency budget being $500,000. The existing single cell effluent lagoons are undersized and incapable of properly handling filter backwash and clarifier blowdown waters, which has resulted in the need to rethink and reconfigure the way effluent is handled at the City’s Water Treatment Plant. This project includes replacing the three (3) existing effluent lagoons with two larger holding lagoons; as well as adding necessary piping, valves, controls, and a lift station that will pump the effluent water into the sanitary sewer system to be treated at the Southeast Wastewater Treatment Plant. This will prevent the discharge of effluent water and solids into the receiving stream, thereby adhering to the required National Permit and Discharge Elimination System (NPDES) Permit Standards.

Plans and Specifications for the Water Treatment Plant Lagoon Modifications (WS1201) were prepared and the bid was advertised in the Southern Illinoisan on Sunday, December 28, 2014. Bid invitations were sent to five (5) contractors and two (2) plan houses as shown on the attached Certificate. Ten (10) contractors purchased the specifications.

Five (5) bids were received on January 15, 2014, as shown on the attached Bid Tabulation. The low bid was submitted by Dean Bush Construction Company, of Carbondale, Illinois in the amount of $645,000 which is $150,000 (30.3%) over the FY2015 budgeted construction amount of $500,000. The primary reason this project exceeds the budgeted construction amount is to due additional piping, valving, and controls that were required to be added by the Illinois Environmental Protection Agency (IEPA) during their review and permitting of the project. This project will not be completed within the current fiscal year; as such appropriate funds will be budgeted in FY2016 to cover the total costs of the project. Staff has reviewed the bids, which range from $645,000 to $745,873 and recommends award to the low bidder, Dean Bush Construction Company of Carbondale, Illinois in the amount of $645,000.

A Public Bid Document 15-17 Water Plant Lagoon Modifications was posted on December 26, 2014 and an award of Contract for the Water Plant Lagoon Modifications (WS1201) to Dean Bush Construction Company of Carbondale, Illinois in the amount of $645,000 was approved on January 27, 2015.
