Northwest Wastewater Treatment Plant
The Carbondale Northwest Wastewater Treatment Plant (NWWWTP) has been awarded the designation of “Best Operated Wastewater Treatment Works” of the year in Illinois. The award was presented by the Illinois Association of Water Pollution Control Operators during
their annual conference that was held April 16 -19, 2007.

The superintendent of Carbondale’s Northwest Wastewater Treatment Plant was recently named the Plant Operator of the Year for the state of Illinois. The award, given at a recent City Council meeting, was presented by the Illinois Association of Water Pollution Control Operators. The group, seeks to “bring together wastewater treatment professionals to educate, encourage the exchange of ideas, and exhibit the latest equipment and technologies.” It annually honors outstanding municipalities for their efforts. The City of Carbondale's superintendent was one of only four (4) nominated by the Illinois Environmental Protection Agency’s (IEPA) Division of Water Pollution Control, from the many operators considered statewide. This honor was the first for the City since 1969.


The Debt Service Fund accounts for financial resources to be used for the redemption of principal, interest and paying agent fees for General Obligation Bonds issued on behalf of Governmental Fund Types. The primary source of revenue to the Debt Service Fund is subsidy from the General Fund. Also transfers from the Motor Fuel Tax Fund and the Community Investment Fund contribute to Debt Service Fund revenues. Beginning in Fiscal Year 2004, the City council stopped levying a tax and the standing levies for the General Obligation Bonds are abated in their entirety. Currently, the General Fund provides the financial resources to the Debt Service Fund until such time as the City’s Tax Levy may be reinstituted.
