History and Set Up of the Sustainability Commission

Sustainability Is........

Sustainability has many definitions, but its underlying concept remains the same: balancing environmental protection and social responsibility with a healthy economy over time. This concept of sustainability inspires public and private organizations to become better stewards of the environment.

The Sustainability Commission as a board, shall advise the City Council concerning the following matters: A) Recommendations for energy conservation provisions in the Building Code; B) Study of possible incentives and financing methods of energy conservation and the use of renewable energy sources such as solar energy; C) Application of energy and environmental conservation principles within all facets of the City; D) Increase energy efficiency in transportation; E) Facilitation of inter-agency exchange of information, findings, and expertise in the field of energy conservation and environmental issues; F) Recycling and the use of recycled or reusable materials.

In the Carbondale Revised Code the Creation of the Sustainability Commision is as follows:

1-14F-1: CREATION; MEMBERSHIP; TERMS:

A. Commission Created: There is hereby created a committee which shall be referred to as the sustainability commission and which shall consist of nine (9) members appointed by the mayor with the advice and consent of the city council, seven (7) of whom shall be general members and two (2) of whom shall be student members.

B. Terms:
     1. General Members: General members shall be appointed for three (3) year staggered terms. Each successive term shall be for a period of three (3) years in accordance with a staggered schedule.
     2. Student Members: Student members shall be appointed for two (2) year terms.

C. Membership; Qualifications:
     1. General Members: All general members shall be qualified voters residing within the city at the time of their appointment and during the time they are serving on said committee. General members of the commission will be appointed to include a wide spectrum and citizens with interests and expertise in environmental issues, energy use and planning, consumers, builders, and contractors, students, landlords, utility representatives and others with interest in energy, environmental, and sustainability matters.
     2. Student Members: Student members shall reside within the city at the time of their appointment and shall maintain such residence during their term on the sustainability commission with the exception of temporary absences during school breaks. One student member shall be a student in good standing at Southern Illinois University at Carbondale while the other student member shall be a student in good standing at Carbondale Community High School. Both student members shall possess sustainability, energy related, or environmental academic backgrounds or shall hold membership in sustainability, energy related, or environmental clubs or groups.

D. Compensation: All members, both general and student members, shall serve without compensation. (Ord. 2009-43)

 

In the Carbondale Revised Code the functions of the Sustainability Commission are as follows:

1-14F-2: FUNCTIONS:

The sustainability commission shall advise the city council concerning the following matters:

A. Recommendations for energy conservation provisions in the building code.

B. Study of possible incentives and financing methods of energy conservation and the use of renewable energy sources such as solar energy.

C. Application of energy and environmental conservation principles within all facets of the city.

D. Increase energy efficiency in transportation.

E. Facilitation of interagency exchange of information, findings, and expertise in the field of energy conservation and environmental issues.

F. Recycling and the use of recycled or reusable materials.

G. Utilization of new technology in sustainable resources to create energy conservation using sustainable and renewable energy sources.

H. Provide information to the city council of the city of Carbondale and the citizens of Carbondale concerning sustainable environmental issues, and the utilization of sustainable and renewable energy resources.

I. Make recommendations concerning renewable and sustainable energy and environmental issues facing the city of Carbondale. (Ord. 2009-43)
